Instagram re-encodes everything
When you upload, the original file is transcoded for delivery. Video is capped at roughly 1080 pixels on the short edge and re-compressed with H.264. Photos are resized to a maximum of about 1440 pixels wide. The camera original is never served to the public API, so no downloader — paid or free — can retrieve it.
What a downloader can actually do
Instagram keeps several encodings of the same media at different sizes and serves whichever fits your connection. A good downloader picks the largest of these rather than the one your feed happened to load. That is the entire quality difference between tools; anything claiming to upscale beyond it is guessing pixels.
Getting the best available copy
