Any public link in the form instagram.com/p/…, instagram.com/reel/…, instagram.com/tv/… or a share link. Shortened share URLs are followed automatically, so you can paste whatever the app gave you.
Where do downloaded files go on my phone?
On Android, videos and photos land in the Download folder and appear in your gallery within a minute. On iPhone, Safari saves to the Files app under Downloads; from there you can move a video into Photos.
Will the person know I downloaded their post?
No. Downloading is not a view, a like or a screenshot notification. Instagram does not tell an account holder that a public post was saved.
